What is a WebVTT file?
WebVTT (Web Video Text Tracks) is the W3C caption and subtitle format for the web. It is the format browsers support natively through the HTML5 <track> element. It is also the text track format for HLS streaming, and most online video platforms and players accept it.
WebVTT looks like SRT with a few important differences. Every file must start with the line WEBVTT, timestamps use a period before the milliseconds, and cue numbers are optional identifiers rather than required sequence numbers. Each cue can also carry cue settings after its timestamp, such as line, position, align and size, which place captions anywhere on screen.
WebVTT also supports voice tags (<v Speaker>), classes styled with the CSS ::cue selector, comments in NOTE blocks, and STYLE and REGION blocks. Files must be UTF-8 encoded.

WebVTT questions
No. A WebVTT file must start with WEBVTT and use a period, not a comma, before the milliseconds. Many players reject a renamed SRT. Converting it adds the header and fixes the timestamps. See SRT to WebVTT.
Yes. The line, position and align cue settings place a cue anywhere on screen. That is why WebVTT is a better target than SRT for broadcast captions converted from SCC, which often move around to avoid on-screen graphics.
