What is an SRT file?
SRT (SubRip Subtitle) is the most widely used subtitle format in the world. It started as the output of SubRip, a Windows tool for ripping subtitles from DVDs, and its simplicity made it the lowest common denominator for subtitles. Nearly every media player, video editor, social platform and transcription service can read and write SRT.
An SRT file is a list of numbered cues. Each cue has a sequence number, a start and end time in hours:minutes:seconds, milliseconds, one or more lines of text, and a blank line. Times are in milliseconds, not frames, so an SRT file has no frame rate of its own. The same file plays against 23.976, 25 or 29.97 fps video.
There is no formal SRT specification. Most players accept simple HTML-style tags for italics, bold, underline and font color, and some honour ASS-style position overrides such as {\an8} for top-of-screen subtitles. Support for these extras varies, and that is the main reason professional deliveries often call for richer formats such as WebVTT, TTML or SCC.

SRT questions
WebVTT adds a WEBVTT header, uses a period instead of a comma in timestamps, and supports cue positioning, styling and metadata. SRT is simpler and more widely supported by desktop players and editors. See SRT to WebVTT.
The file was probably saved in a legacy code page such as Windows-1252, and the player is reading it as UTF-8, or the other way round. Closed Caption Converter lets you set the source and target character encoding explicitly, so you can re-save the file as UTF-8.
Not directly. Broadcast captions in North America need CEA-608/708 data, usually delivered as SCC or MCC. Converting SRT to SCC re-wraps lines to 32 characters and re-times cues to 29.97 fps timecode. See SRT to SCC.
